Premier of Western Australia

Selection and authority

The premier is normally the leader of the political party or coalition that holds majority support in the Legislative Assembly. After an election or a change of party leadership the premier is formally appointed by the Governor of Western Australia on the basis of parliamentary confidence. A premier's authority depends on maintaining the support of the assembly and on the ability to command a working cabinet and public service to implement government programs.

Core responsibilities

• Policy leadership: setting government priorities and presenting bills to the parliament.
• Cabinet chair: allocating ministerial portfolios, convening cabinet and settling disputes among ministers.
• Executive management: overseeing the public service that delivers state programs and services.
• Representation: acting as the public face of the state domestically and within the Australian federation (Australia).
• Advice to the Governor: recommending appointments and exercising prerogatives that are formalised by the Governor (Governor).

History and development

The office evolved from British parliamentary practice as Western Australia developed self-government in the 19th century. Over time the premier's role expanded with the growth of the modern state: larger budgets, a professional public service and broader policy responsibilities in areas such as health, education and infrastructure. Many premiers have shaped the state's direction through major economic and social initiatives; recent holders of the office include prominent figures such as Mark McGowan, who led a Labor government (Labor Party) in the early 21st century.

Distinguishing features and accountability

Unlike the Governor, who is the Crown's representative and performs constitutional and ceremonial duties, the premier is a political leader accountable to the parliament and, ultimately, to voters. There is no fixed term for a premier; tenure depends on electoral outcomes and continued confidence in the Legislative Assembly.
