Michael Müller (born 9 December 1964 in West Berlin) is a German politician of the Social Democratic Party (SPD). He served as mayor of Berlin from December 2014 until December 2021 and held a national office as President of the Bundesrat.
Early life and political ascent
Müller was raised in West Berlin and entered public life through local party work and municipal institutions. He built a career inside the SPD and the Berlin state parliament, gaining expertise in city administration and legislative leadership. Prior to becoming mayor he led his party’s parliamentary group in the Berlin House of Representatives and participated in numerous city committees.
Major offices and timeline
His prominent roles include:
- Longtime member of the SPD with experience in Berlin’s municipal politics.
- Governing Mayor of Berlin (appointed December 2014; served through December 2021).
- President of the Bundesrat from November 2017 to October 2018, representing the city-state at the federal level.
- Roles within the city’s executive and cabinet, including leadership responsibilities often described as part of the First Administration in Berlin’s government structure.
Policies and main challenges
Müller’s mayoralty focused on housing affordability, expansion of public transport and sustainable urban development. His administration confronted rising rents, debates over rent controls and social housing, as well as integration and service provision following increased migration in the mid-2010s. He promoted tenant protections, investments in transit and measures to reduce the city’s environmental footprint.
Significance and assessments
Seen as a pragmatic manager, Müller emphasized coalition-building within Berlin’s diverse political landscape and sought to raise the city’s voice in federal affairs. Observers credit him with steadying municipal administration during a period of rapid demographic and economic change, while critics pointed to continuing housing pressures and the complexity of urban governance. His time in office marked a notable chapter in Berlin’s post-reunification political development.
