Manohar Gopalkrishna Prabhu Parrikar (13 December 1955 – 17 March 2019) was an Indian politician known for his tenure as Chief Minister of Goa and as Union Defence Minister. A senior leader of the Bharatiya Janata Party, Parrikar combined a technical education and an administrative style that drew attention across state and national politics. He is remembered for a low‑profile personal life and a reputation for direct, hands‑on governance.

Early life and education

Parrikar was born in Goa and studied engineering before entering public life. He graduated in engineering from an Indian Institute of Technology, where he trained as a metallurgical engineer, and later moved from a professional background into full‑time politics in his home state. His technical training was often noted as unusual among regional political leaders and shaped his reputation as a problem‑solver.

Political career and offices

Over several decades Parrikar held senior roles at both state and national levels. Major positions included:

  1. Chief Minister of Goa (first term beginning in 2000) and again in later periods, serving three terms in total across the 2000s and 2010s;
  2. Union Minister of Defence from 2014 to 2017, serving in the government led by Prime Minister Narendra Modi;
  3. Leader of the state party organization and a prominent figure in Goan public affairs until his death.

As Defence Minister he focused on organisational issues, procurement procedures and strengthening ties with the armed services while maintaining a preference for pragmatic, incremental reform rather than sweeping doctrinal change.

Governance style and legacy

Parrikar was widely described as approachable, austere in lifestyle and committed to administrative efficiency. In Goa he emphasized infrastructure, education and local development; at the centre he was credited with steady stewardship of the defence portfolio. Colleagues and observers noted his ability to bridge local concerns with national responsibilities, and his return to state politics from a national ministry underscored his attachment to Goa.

In October 2018 Parrikar publicly disclosed a diagnosis of pancreatic cancer in statements and press briefings. Medical updates and reports were followed closely by supporters and the media; he continued in office for a period while undergoing treatment. Parrikar died on 17 March 2019 at his home in Panaji, Goa. The announcement of his illness and subsequent passing drew tributes from across the political spectrum and marked the close of a distinctive career in Indian public life. The circumstances of his illness were made public in October 2018 via a medical announcement reported by news outlets and official channels (medical statement).
