Lucina Elena da Costa Gomez-Matheeuws (5 April 1929 – 7 January 2017) was a politician from the Netherlands Antilles best known for serving as a cabinet minister during the 1970s and for briefly holding the office of Prime Minister in 1977. A member of the National People's Party, she is historically notable as the first woman to occupy the prime ministership of the Netherlands Antilles. Her career combined responsibilities for public health, social welfare and cultural affairs at a time of political change in the Caribbean part of the Kingdom of the Netherlands.

Early life and background

Born in 1929, da Costa Gomez-Matheeuws came of age in the mid-20th century political landscape of the Dutch Caribbean. She belonged to a family engaged in public life; her husband, Moises Frumencio da Costa Gomez, had also been a leading political figure and previously served as Prime Minister. This personal background placed her within a network of political experience that informed her later public roles.

Political career and offices

Her most extended public service period ran through the 1970s. Between 1970 and 1977 she served as Minister of Health and Environment, Welfare, Youth, Sports, Culture and Recreation, a broad portfolio combining medical and social policy with cultural development and youth work. In 1977 she briefly assumed the post of Prime Minister of the Netherlands Antilles, marking a milestone in the islands' governance as the first woman to lead the government.

Roles and responsibilities

Da Costa Gomez-Matheeuws’ ministerial portfolio required coordination of healthcare services, environmental concerns, social welfare programmes and cultural initiatives across the Antillean islands. Her office was responsible for developing public health responses, overseeing welfare delivery and supporting youth and sports activity, alongside promoting cultural institutions and recreation opportunities.

Significance and legacy

Her appointment as Prime Minister, albeit brief, carried symbolic weight for gender representation in Caribbean politics and for women in Dutch Caribbean public life. She remained associated with the National People's Party (PNP) and is remembered for her contributions to social and cultural administration in the Netherlands Antilles. Lucina da Costa Gomez-Matheeuws died on 7 January 2017 in Willemstad, on the island of Curaçao, at the age of 87.
