Binali Yıldırım (born 20 December 1954) is a Turkish politician known for a long tenure in government service, most prominently as the 27th Prime Minister of Turkey and as leader of the Justice and Development Party (AKP). He served multiple terms as Minister of Transport, Maritime and Communication and later held senior parliamentary and electoral roles. For an official profile see his profile.
Early life and professional background
Born in eastern Turkey, Yıldırım trained as an engineer and worked in the maritime and shipbuilding sectors before entering politics. His technical background informed his approach when he first became involved in national transport and infrastructure policy. He was elected to the Grand National Assembly as a member of the AKP and built a reputation as a proponent of large-scale public works.
Ministerial career and major projects
Yıldırım was Minister of Transport, Maritime and Communication for extended periods in the 2000s and 2010s. During that time he oversaw a program of infrastructure expansion that included high-speed rail, urban rail projects, new airports, major bridges and road construction. Notable items commonly associated with his tenure include projects intended to improve intercity rail, tunnels beneath the Bosphorus and the expansion of airport capacity.
- Expansion of high-speed rail corridors and intercity lines
- Construction and upgrading of urban rail tunnels and cross-Bosporus links
- Development of new airport capacity and modernization of ports
- Investment in roads, bridges and logistics infrastructure
Prime ministership and party leadership
Yıldırım became leader of the AKP and prime minister in 2016 following a leadership transition within the party. He led the government through a period in which the country debated and ultimately approved a constitutional change that replaced the parliamentary system with an executive presidency. During his premiership he continued to emphasize infrastructure and economic management; the office of prime minister was abolished under the new system, making his term historically the last to hold that title in its traditional form. More on his premiership is available here.
Later roles and the 2019 Istanbul bid
After the constitutional transition, Yıldırım served in senior parliamentary roles and briefly as Speaker of the Grand National Assembly. He also acted as a close adviser to President Recep Tayyip Erdoğan earlier in his career; sources describe this advisory role in the years following the 2014 presidential transition (see reference). In 2019 he was the AKP candidate for mayor of Istanbul in two closely contested elections; both contests and their administration drew national attention and debate over electoral processes.
Legacy, style and public perception
Yıldırım is widely associated with a technocratic, project-focused approach to governance and with the AKP’s broader political agenda. Supporters credit him with accelerating transport and logistics investments that reshaped parts of Turkey’s infrastructure. Critics have pointed to the centralization of political power during the period in which he was a senior government figure and to controversies around high-profile projects and election disputes. His career illustrates the overlap of technical expertise and partisan politics in contemporary Turkish governance.
