Overview
Vitaliy Boiko (30 September 1937 – 30 January 2020) was a Ukrainian lawyer, jurist and public official whose career spanned the late Soviet period and the first decade of independent Ukraine. He held senior posts in the Ministry of Justice, served as Ambassador of Ukraine to Moldova, and led the Supreme Court of Ukraine during a formative stage in the development of the country's legal system.
Service in the Ministry of Justice
Boiko worked in the Ministry of Justice from 1986 to 1992 and served as Minister of Justice from 1990 until 1992. His ministerial tenure coincided with Ukraine's declaration of independence in 1991 and the initial establishment of national legal institutions. In that role he was responsible for overseeing justice administration, legal registration and notarial systems, and contributing to the adaptation of legislation and administrative practice as the republic moved away from Soviet governance structures.
Diplomatic assignment
Following his ministry service, Boiko was appointed Ambassador of Ukraine to Moldova from 1993 to 1994. This posting took place during the early post‑Soviet period when neighbouring states were defining bilateral relations on matters such as diplomatic recognition, border arrangements, consular affairs and the protection of national minorities. As ambassador he represented Ukrainian interests and worked on maintaining cooperation with a neighbouring state that shared deep historical and economic ties.
Leadership of the Supreme Court
From 1994 until 2002 Boiko served as Chairman of the Supreme Court of Ukraine, the country's highest judicial body. In this capacity he presided over the court's administration, contributed to the development of judicial practice, and engaged with challenges relating to judicial independence, the organization of courts and the professionalization of judges. His period in office covered years of institutional consolidation, case law development and growing public attention to rule‑of‑law questions.
Legacy
Boiko's public career is notable for its cross‑branch character, encompassing executive, diplomatic and judicial service during a period of state building. He is remembered as a figure involved in establishing post‑Soviet Ukrainian legal institutions and guiding the highest court through years of major legal and political transition. Vitaliy Boiko died on 30 January 2020 at the age of 82.
