Mohamed Mahmoud Ould Louly (Arabic: محمد محمود ولد أحمد لولي; 1 January 1943 – 16 March 2019) was a Mauritanian army officer and a short‑term head of state. A lieutenant colonel by rank, he chaired the Military Committee for National Salvation (Comité militaire de salut national, CSMN) and served as President of Mauritania from 3 June 1979 until 4 January 1980.
Background and military career
Born in 1943, Louly was a career military officer in the Mauritanian armed forces. Like several of his contemporaries, he rose through the ranks during decades marked by decolonization, regional tensions and the expansion of national institutions. His elevation to the chairmanship of the CSMN reflected the prominent role played by the military in Mauritanian politics after the late 1970s.
Political context and tenure
The period that brought Louly to power followed a 1978 military coup that ended the long presidency of Moktar Ould Daddah and produced a succession of military governments. Louly assumed national leadership amid ongoing economic strain and the spillover of the Western Sahara conflict, which had significant political and military consequences for Mauritania. His government sought to manage these pressures while navigating competing factions within the armed forces.
End of leadership and later life
Louly's time as head of state was brief; he left the presidency on 4 January 1980 as internal military realignments produced new leadership under Mohamed Khouna Ould Haidalla. After leaving the chairmanship of the CSMN, Louly largely withdrew from frontline politics. He died on 16 March 2019.
