Arne Solli (6 April 1938 – 20 September 2017) was a Norwegian general who served as Chief of Defence of Norway (Forsvarssjef) from 31 October 1994 until 30 April 1999. Born in Oslo, he rose through the ranks of the Norwegian Armed Forces and led the service at a time of strategic reassessment after the end of the Cold War. His tenure is remembered for guiding the military through change while maintaining Norway's commitments in collective defence.

Career and responsibilities

As Chief of Defence, Solli was the highest-ranking military officer in Norway and the principal military adviser to the government. The position combines strategic oversight of land, sea and air components with responsibility for readiness, procurement priorities and international military cooperation. During his term he worked with civilian defence authorities, NATO partners and domestic commanders to align force structure and capabilities with evolving security needs.

Period of service and context

Solli led the armed forces in the mid‑1990s, a period when many European militaries adjusted to the changed strategic landscape following the Cold War. These adjustments commonly involved reassessing conscription and reserve forces, updating equipment and doctrine, and strengthening multinational cooperation. While specific initiatives reflect decades of policy development, Solli's leadership is associated with efforts to modernize Norway’s approach to defence and to sustain alliance ties.

Typical duties of the Chief of Defence

  • Advising civilian leaders on military strategy, capabilities and budgets.
  • Providing operational command and ensuring force readiness across services.
  • Coordinating international cooperation, particularly with NATO partners.
  • Overseeing long‑term planning for procurement, training and doctrine.

These responsibilities illustrate the broad remit Solli held while serving at the top of Norway’s military hierarchy, balancing national defence priorities with international obligations.

Honours and legacy

In 1995 Arne Solli was appointed Commander of the Royal Norwegian Order of St. Olav, an honor awarded for distinguished service to the country. He retired from the post of Chief of Defence in 1999 and remained a noted figure in discussions of Norwegian defence policy. Solli died in Oslo on 20 September 2017 at the age of 79. His career is often cited in summaries of Norway’s post‑Cold War military transition and in analyses of senior military leadership during that period.
