Geography and administration

The province is characterized by mountainous terrain, valleys and steppe plateaus. Elevation, rocky soils and a continental semi-arid climate shape settlement patterns: towns and villages are concentrated in valleys and on more fertile slopes, while higher zones are used for seasonal grazing.
