Political career and offices

• Councillor, Hornsey Borough Council, 1956–1965.
• Member of Parliament for Hornsey, 1966–1983.
• Member of Parliament for Hornsey and Wood Green, 1983–1992 (after boundary changes).
• Minister for Disabled People, 1981–1983, in the government of Margaret Thatcher.

Rossi entered politics at local level and moved to national office with a by-election victory in the 1960s. He retained his seat through the social and economic debates of the 1970s and into the Conservative governments of the 1980s. His ministerial appointment placed him in a role responsible for government policy affecting disabled people at a time of wider reform in welfare and public services.

Role as Minister for Disabled People

As Minister for Disabled People, Rossi was charged with oversight of issues such as access to benefits, employment support, and services intended to assist people with disabilities. The early 1980s were a period of policy review and public discussion about the balance between state provision and individual responsibility; ministers in this area needed to engage with charities, disability campaigners and other departments to co-ordinate policy and delivery.

Local service, honours and distinctions

Before and alongside his parliamentary career Rossi was active in local affairs in Hornsey. He carried the title "Sir" and used post-nominal letters (KCSG, KHS, FKC) that indicate papal and other honours as well as an academic fellowship. These distinctions reflect public recognition of his service in political and community life.

Death and legacy

Rossi retired from Parliament in 1992 and died in April 2020 at the age of 92. He is remembered for long-standing constituency representation, a period of ministerial responsibility for disability issues, and for service bridging local and national politics.
