Rudolph George "Rudy" Perpich (June 27, 1928 – September 21, 1995) was an American politician from Minnesota and a member of the Democratic-Farmer-Labor (DFL) Party. He served as the state’s 34th and 36th governor in two non-consecutive periods (December 29, 1976–January 4, 1979, and January 3, 1983–January 7, 1991), for a combined tenure of just over ten years. Perpich remains Minnesota’s longest-serving governor and is commonly noted for his emphasis on economic development, workforce training, and expanded international trade relations.

Early life and political rise

Born in 1928 to immigrant parents of Croatian background, Perpich trained and worked as a dentist in Hibbing, Minnesota, before entering public life. He moved into elected office at the state level and later served as lieutenant governor, positioning him to assume the governorship in 1976. His professional background in health care and small-town business informed his approach to public policy and constituent services.

Governorship: priorities and initiatives

During his terms, Perpich focused on policies intended to strengthen Minnesota’s economy and workforce. He supported vocational education, higher education access, and programs to retrain workers affected by industrial change. Perpich promoted the state as an outward-looking economy, leading trade missions and fostering relationships with partners abroad to expand markets for Minnesota companies. His administration also engaged with health and social-service issues important to many Minnesotans.

Perpich first became governor late in 1976 and lost re-election in 1978. He returned to win the governor’s office in 1982 and served two full terms through 1991. He is noted as the only Minnesota governor to serve non-consecutive terms and as the state’s only Roman Catholic governor. After leaving office he remained active in civic matters; institutions and programs, including the Perpich Center for Arts Education, bear his name. Perpich died of colon cancer in 1995.
