Luis Vicente Gutiérrez (born December 10, 1953) is an American politician known for long service in Chicago municipal government and the U.S. House of Representatives. A member of the Democratic Party, he represented Illinois's 4th congressional district in Congress from 1993 until his retirement in 2019. Before his election to the House he served on the Chicago City Council representing the 26th ward.
