Vicente da Silva Guterres (born 22 January 1956) is an East Timorese politician who has served as a senior member of the National Parliament. He has held parliamentary leadership posts for many years, including the vice-presidency of the legislature from 2007 and his election as President (Speaker) of the National Parliament in July 2012, when he was chosen without opposition.

Overview

As a prominent parliamentarian in Timor-Leste, Guterres has been involved in the country's post-independence legislative life. His election as Speaker in 2012 followed a period of service in lower parliamentary offices and reflected a level of cross-party agreement in the Assembly at that time. The office of the President of the National Parliament is the chamber's presiding officer and a central figure in the organization of parliamentary business.

Roles and responsibilities

The President (Speaker) of the National Parliament chairs plenary sittings, represents the legislature in official functions, and oversees internal rules and procedures. In practice, holders of the office also play a part in setting the legislative agenda, facilitating debate among parties, and ensuring that the Assembly's work proceeds according to law. As Vice-President and later President, Guterres contributed to these administrative and procedural duties, helping guide the young nation's parliamentary development.

Political context and importance

Timor-Leste's political landscape since independence in 2002 has been shaped by efforts to build stable institutions and manage competing party interests. Parliamentary leaders such as Guterres have been important in maintaining continuity and in negotiating consensus on legislative matters. His uncontested election as Speaker in 2012 was notable as an indicator of agreement among deputies at that moment.
