Overview
The Speaker of the House of Representatives (Dutch: Voorzitter van de Tweede Kamer der Staten-Generaal) is a member of the 150-seat House who is chosen by fellow representatives to preside over sittings. The Speaker directs debates, enforces the chamber's rules and represents the House in formal and public settings. The office combines procedural, administrative and ceremonial functions.
Duties and responsibilities
The Speaker manages the daily proceedings: calling members to speak, applying standing orders, supervising votes and keeping order during debates. The Speaker also plays a role in setting the agenda, coordinating with party groups, and representing the chamber in contacts with the government and foreign parliaments. Vice-presidents and a small presidium assist in organizational and administrative tasks.
Selection and term
Speakers are elected by members of the House, generally at the start of a new parliamentary term or when the office becomes vacant. There is no fixed maximum term: a Speaker serves as long as they retain the confidence of the chamber and remain a member. The election procedure and any internal rules are governed by the House's own regulations and tradition.
History and development
The post of Speaker dates back to the 19th century as the modern Dutch parliamentary system emerged; successive constitutional reforms strengthened the independence and powers of the States General. Over time the Speaker's role evolved from purely chairing debates to also overseeing internal administration and public representation of the lower house.
Notable facts and recent holders
The position has been held by members from different political backgrounds. The office is currently occupied by Vera Bergkamp of Democrats 66 (D66). Other recent holders include Khadija Arib, Anouchka van Miltenburg, Gerdi Verbeet and Frans Weisglas, who illustrate the post's continuity across party lines. The Speaker is widely regarded as a guardian of parliamentary procedure and minority rights within debates.
