Robert Randolph "Randy" Neugebauer (born December 24, 1949) is an American politician who served as the U.S. Representative for Texas's 19th congressional district from 2003 until 2017. A member of the Republican Party, he built a reputation as a staunch fiscal and social conservative during his seven terms in the House.

Overview and political stance

Neugebauer represented a large West Texas district centered on Lubbock and its surrounding communities. Throughout his tenure he emphasized limited government, lower taxes, and a deregulatory approach to business and energy development. In a 2011 survey by the National Journal he was identified as the most conservative member of the House, reflecting his alignment with the party's right wing on many votes and policy priorities.

Early career and congressional service

Before serving in Congress, Neugebauer was active in local and regional affairs; once in Washington he focused on issues important to his largely rural and energy-producing district. He won election in 2002 and was reelected several times, serving from January 2003 until his last term ended in January 2017. On September 17, 2015, he announced he would not seek reelection in 2016, saying he would step away from Congress after his seventh full term.

Policy focus and legislative activity

During his time in the House, Neugebauer was known for strong advocacy of fiscal restraint, an emphasis on local control, and skepticism toward federal regulatory programs. He often supported measures intended to reduce federal spending and to loosen regulatory burdens on banks, energy producers, and small businesses. His record reflects the priorities of many constituents in his West Texas district.

Later developments and notable facts

After leaving Congress, Neugebauer continued to be mentioned in political circles and media reports. In April 2018 he was reported to be under consideration to head the Consumer Financial Protection Bureau in the Trump Administration, illustrating his ongoing engagement with financial and regulatory policy debates. His career is often cited as an example of a conservative Republican whose positions were closely tied to the economic and cultural priorities of his district.
