Luciano Benjamín Menéndez

Role and responsibilities

As commander of the Third Army Corps (a major regional command centered in Córdoba) Menéndez exercised broad authority over military operations in a strategic interior region of Argentina. Under his command the armed forces and security services carried out systematic operations aimed at dismantling guerrilla groups and suppressing labour, student and community organizing. Reports and later trials attribute to his command responsibility for mass detentions and disappearance of civilians.

Methods and victims

During the 1970s the security forces employed clandestine detention centres, torture, forced disappearances and summary executions against suspected dissidents. Trade unionists, teachers, students, journalists and others were among those targeted. Human rights organizations estimate that thousands were detained and a large number of people were disappeared during the military dictatorship that followed the 1976 coup.

Following the return of democracy, Argentina’s initial legal and political environment limited prosecutions for military-era crimes.
