Commodore William Leonard Taylor (born 14 September 1938 in Toowoomba, Queensland) is an Australian former naval officer and politician. Over the course of a long public service career he combined senior military experience with elected and appointed civilian roles. His professional life is notable for three linked phases: senior naval service, a decade in federal parliament, and administration of remote Australian territories.

Early life and naval career

Taylor was born in Toowoomba in 1938. He went on to a career in the Australian navy, rising to the senior rank of Commodore. In that capacity he held command and staff responsibilities typical of senior officers, including leadership, operational planning and liaison with civilian authorities. His naval background provided specialist knowledge of defence, maritime affairs and the administration of remote maritime regions.

Parliamentary service

Transitioning from military to political life, Taylor was elected to the Australian House of Representatives as the member for Groom at a by-election in April 1988 and served until August 1998. During his ten years in federal parliament he represented the interests of his electorate and participated in parliamentary processes. The electorate of Groom covers parts of Queensland and his period in office coincided with national debates on economic reform and regional development.

Administrator of the Indian Ocean Territories

After leaving parliament, Taylor was appointed Administrator of the Australian Indian Ocean Territories, serving from 1999 through 2003. In that role he acted as the Australian government's representative on the territories, coordinating federal services and working with local councils. The Administrator oversees matters such as local governance, public services and emergency response for territories including:

  • Christmas Island
  • Cocos (Keeling) Islands

For more on the duties associated with this role see the office of the Administrator of the Australian Indian Ocean Territories.

Legacy and notable facts

Taylor's career exemplifies a path from senior military command to elected office and territory administration. He is often referenced as Commodore William Leonard Taylor in official records. His decade-long service in the House of Representatives as member for Groom and subsequent posting to the Indian Ocean Territories reflect a continuing public service focus on defence, regional communities and remote-area governance. Following his public roles, Taylor has remained a figure of local historical interest in Queensland and among communities associated with the territories he administered.
