Tömür Dawamat (Uighur: تۆمۈر داۋامەت; born June 16, 1927 – died December 19, 2018) was a Chinese politician of Uyghur ethnicity best known for serving as chairman of the Xinjiang Uyghur Autonomous Region from 1985 to 1993. As the head of the regional government, he was the public face of Xinjiang’s administrative apparatus during a period of national economic reform and regional development initiatives.
Role and responsibilities
The chairman of an autonomous region in the People’s Republic of China is the chief executive of the regional government responsible for implementing national and local policies, overseeing economic programs, public services and day‑to‑day administration. In practice the chairman works alongside the regional Communist Party leadership; party secretaries typically hold greater political authority while the chairman leads the government executive.
Career and context
Tömür Dawamat rose through local and regional administrative ranks in Xinjiang before becoming chairman. His tenure coincided with the later stages of the Deng Xiaoping era, when China pursued market-oriented reforms and sought to expand infrastructure, agriculture and industry in western provinces and autonomous regions. Regional leaders like Dawamat were charged with adapting those central policies to local conditions and with promoting development projects, bilingual education, and ethnic minority representation in government structures.
Significance and legacy
As an ethnic Uyghur in a high regional office, Dawamat was one of a number of minority officials who served as intermediaries between Beijing and local populations. Advocates of minority representation point to such appointments as part of the PRC’s institutional framework for governing diverse areas; analysts also note the limits of regional autonomy within a unitary state. Dawamat’s period in office is remembered for efforts to expand regional infrastructure and to apply national reforms in Xinjiang’s distinctive social and economic setting.
