Main duties and functions

The president chairs plenary sessions and leads the Senate's Board of Directors (Mesa Diretora). Duties include maintaining order during debates, deciding procedural questions, directing the legislative agenda, referring bills to committees or rapporteurs, signing enacted measures and official records, and representing the chamber before other branches of government and foreign delegations. The office also oversees internal administration, staff and certain budgetary or organizational matters of the Senate.

  • Preside over Senate sessions and meetings of the Mesa Diretora;
  • Manage the Senate’s internal schedule and priorities;
  • Assign matters to committees and designate rapporteurs in accordance with rules;
  • Represent the Senate domestically and internationally;
  • Preside over joint sessions of the National Congress when necessary.

Election, term and institutional context

The president is chosen by a vote of fellow senators. Internal rules and tradition determine the duration of the mandate; in contemporary practice the post is commonly held for a biennium (a two‑year period) as part of the legislature’s organizational cycle. The composition of the Mesa Diretora typically includes vice-presidents and secretaries who support the president and provide a line of substitution if the president is absent.

Role in succession and political significance

Constitutional provisions place the President of the Federal Senate high in the national order of presidential succession: after the Vice‑President and the President of the Chamber of Deputies, the senate president is among those designated to assume the Presidency if higher offices are vacant. Beyond formal succession, the office is politically significant because control of the presidency affects which initiatives reach the floor, the scheduling of votes and the allocation of committee leadership, making it a focal point for interparty negotiation and executive‑legislative relations.

History and practice

The presidency of the Senate has been a central feature of Brazil’s bicameral legislature through successive republican constitutions and internal reforms. While specific powers and procedures have evolved, the role's mix of procedural authority, administrative oversight and public representation has remained constant. Occupying the office can raise a senator's national profile and influence legislative outcomes during the mandate.
