Geography and landscape

Paul is dominated by a deep river valley, often referred to as the Paul Valley, which is one of the greenest parts of Santo Antão. The landscape features:

• Terraced fields clinging to steep slopes, used for intensive small-scale agriculture.
• Patchwork plantations of tropical fruits and other crops supported by traditional irrigation.
• Rocky coastal cliffs, small beaches, and scattered fishing hamlets along the shore.

History and administration

The area has been settled since the early period of Portuguese colonization of the Cape Verde islands and developed around agriculture and coastal trade. Today Paul is one of Santo Antão's local administrative divisions, with municipal services based in Pombas and a network of smaller villages and rural communities spread through the valley and uplands.

Economy, uses and recreation

Agriculture remains central to the local economy: farmers cultivate fruits, vegetables and other crops on terraced plots that benefit from the valley's microclimate and irrigation. Fishing and small‑scale commerce support coastal settlements, while remittances and public services contribute to household incomes. In recent years Paul has attracted visitors for its scenic hiking routes, valley walks and cultural exchanges, prompting modest growth in guesthouses, guided treks and eco-tourism activities.

Cultural life reflects broader Cape Verdean traditions, including local music, religious festivals and community celebrations centered on the town of Pombas. The municipality is accessible by road from other parts of Santo Antão and, indirectly, by ferry connections to the island's main ports, which link residents and visitors to the wider archipelago. Paul is often noted for its lush appearance relative to other islands and for offering a concentrated experience of Cape Verdean rural landscape and island culture.
