Julio César Cleto Cobos (born April 30, 1955, in Mendoza) is an Argentine public figure and politician. Trained in a technical field and active in provincial and national politics, he became widely known during his term as Vice President of Argentina (2007–2011), when he served alongside President Cristina Fernández de Kirchner. Cobos originally rose through the ranks of the Radical Civic Union (UCR) and is associated with provincial leadership in Mendoza.
Political career and offices
Cobos held several elected and appointed posts at provincial and national levels. His career includes a term as Governor of Mendoza, a prominent role in that province's government, and the national vice-presidency. As vice president he also presided over the Argentine Senate, a constitutional duty that placed him at the center of legislative decision-making during a turbulent period for national politics.
2008 agricultural conflict and tie-breaking vote
Cobos is particularly remembered for his role in the 2008 conflict between the government and agricultural producers over export taxes and regulatory changes. In his capacity as Senate president he cast the deciding vote when the chamber reached a deadlock. His choice to oppose the executive branch's proposal — frequently described in Argentine media as a "no-positive" or tie-breaking vote — produced a sharp rupture with the presidential administration, provoked intense public debate and reshaped his political standing.
That moment illustrated the constitutional function of the vice presidency as a legislative tiebreaker and underscored tensions that can arise when a vice president's party affiliation or provincial constituency diverges from the national executive's program. The decision had lasting effects on Cobos's relationship with the administration that had nominated him and on his reputation among supporters and critics alike.
Throughout his career Cobos has been identified with centrist and provincial interests, balancing his Radical roots with occasional cross-party alliances. Notable distinctions in Cobos's public life include his provincial leadership in Mendoza, his role as a national legislative presiding officer, and the high-profile nature of his decisive Senate vote. These elements make him a case study in Argentine institutional dynamics, party realignment and the interplay between national policy and regional interests.
