Brown was born in the Fratton area of Portsmouth, a city with long naval associations; his birthplace is often cited as Fratton, Portsmouth. Career and responsibilities

Over a multi-decade career Brown undertook a range of operational and staff duties before being appointed to the Navy Board as Second Sea Lord. The post of Second Sea Lord traditionally combines senior command rank with responsibility for personnel matters across the service. As Second Sea Lord and Chief of Naval Personnel he had overall responsibility for policies affecting officers and ratings, their training, recruitment, career management and welfare.

Sir Brian Brown died on 27 April 2020 at the age of 85; his career is remembered for reaching the senior ranks and for stewardship of naval personnel matters during a period of change.
