Garrey Edward Carruthers (born August 29, 1939) is an American politician and public administrator best known for serving as the 27th governor of New Mexico from 1987 to 1991. His career spans state government, federal service and university research administration. He has held posts ranging from special assistant to the United States Secretary of Agriculture to state party chair and academic institute director. During his governorship he pursued policies oriented toward economic development, education and management of natural resources, particularly water.
Early life and public service
Carruthers began a career that combined public policy, resource management and politics. In the mid-1970s he was a special assistant to the U.S. Secretary of Agriculture (1974–1975), a role that involved federal agricultural and rural policy. He later served as state chair of the Republican Party of New Mexico (1977–1979), building relationships across state and national political networks. From 1981 to 1984 he was Assistant Secretary of the Interior for land and resources, a federal post focused on land use, resource stewardship and interagency coordination.
Governor of New Mexico (1987–1991)
