Youssouf Ouédraogo (25 December 1952 – 18 November 2017) was a Burkinabé politician and diplomat known for holding two of the country’s highest offices during the 1990s and 2000s. A member of the ruling Congress for Democracy and Progress (CDP), he played a visible role in the administration of President Blaise Compaoré and in Burkina Faso’s international relations.

Ouédraogo became Prime Minister on 16 June 1992, the first person to occupy the post in Burkina Faso since 1983; he remained in office until 22 March 1994. Several years later he returned to the government as Minister of State for Foreign Affairs, a post he held from January 1999 until June 2007. During his public career he was frequently described as a senior figure within the CDP and as one of the country’s principal diplomatic representatives.
