Timothy Harris

Early life and political emergence

Harris was born in Saint Kitts in 1964 and entered national politics as a parliamentary representative and cabinet minister. Over the first two decades of his career he built a reputation as a pragmatic minister with portfolios that ranged from diplomacy to fiscal management and agricultural policy. In 2013 he helped found the People's Labour Party and became a central figure in an opposition alliance.

The government also continued to rely on programs such as citizenship-by-investment as a source of state revenue, a policy that drew both praise for income generation and debate over transparency and regulation.

As prime minister Harris was active in Caribbean regional bodies and in international diplomacy on issues important to small island states: climate resilience, disaster recovery, sustainable development and the economic vulnerabilities of tourism-dependent economies. He represented his country in CARICOM, the Commonwealth and at multilateral meetings where small-state concerns were advanced.

Harris's tenure is noted for its use of coalition politics to change the national government and for a policy focus on fiscal stability and infrastructure.
