Overview

Sylvester Turner (born September 27, 1954) is an American politician who serves as the 62nd mayor of Houston. A member of the Democratic Party, Turner represented a Houston-area district in the Texas House of Representatives from 1989 until he left the Legislature in 2016 to assume the mayoralty. He is known for his attention to fiscal issues, municipal governance and emergency response.

Turner grew up in Houston and pursued higher education and a legal career before entering elected office. He worked for many years as an attorney and in various public-sector roles, developing expertise in municipal law and state government operations that informed his later legislative and executive duties.

State legislative service

Elected to the Texas House in 1988 and seated in 1989, Turner spent more than a quarter-century in the state legislature. During that time he built a reputation for attention to budgets, ethics and constituent services. His legislative work addressed topics such as public finance, education funding and local government authority, reflecting the needs of a growing metropolitan district.

Mayoral campaigns and election

Turner first sought Houston's top job in 1991 but lost the runoff to Bob Lanier. He ran again decades later and narrowly won the 2015 mayoral runoff, prevailing by roughly 4,082 votes out of about 212,696 cast in one of the closest contests in the city's history. He took office with promises to focus on improving municipal services and resilience.

Mayoral tenure: priorities and actions

As mayor, Turner has emphasized flood mitigation, infrastructure investment, public safety and fiscal discipline. His administration played a central role in coordinating the city's response and recovery after Hurricane Harvey in 2017, and he has supported bond measures, drainage projects and policies aimed at strengthening Houston's ability to withstand storms and population growth.
