Phil Goff (New Zealand politician)

Parliamentary career and ministerial service

Goff was first elected to the New Zealand Parliament in 1981. He represented electorates and served as a Member of Parliament from 1981 to 1990, and after a brief absence returned to Parliament from 1993 until 2016. During his time in Parliament he was a senior figure in the Labour Party, serving in frontbench roles, and was part of the party's leadership and its ministerial team when Labour formed government.

Leader of the Labour Party

Following the 2008 general election, Goff was elected Leader of the Labour Party and consequently became Leader of the Opposition on 11 November 2008. He led the party through the parliamentary term until 13 December 2011, when he stepped down after an electoral defeat. His leadership period focused on rebuilding Labour after a change of government and on articulating centre-left policy positions in opposition.

Mayor of Auckland

In 2016 Goff was elected the second Mayor of the amalgamated Auckland 'super-city'. As mayor he emphasized transport planning, housing supply, infrastructure investment and regional coordination. His term saw attention to major public transport projects and city growth challenges. He served as mayor until the conclusion of his term in 2022.

Political approach and legacy

Across his career Goff has been viewed as a pragmatic centre-left politician with long experience in both national government and local administration. He is notable for the longevity of his public service and for moving between high-profile national roles and mayoral leadership of New Zealand's largest urban area.
