Overview

Pawlu "Paul" Xuereb (21 July 1923 – 6 September 1994) was a Maltese political figure best known for serving as Acting President of Malta from 16 February 1987 until 4 April 1989. His period in office followed the end of his predecessor's term and lasted until a new president was appointed. Xuereb's service is generally described as a phase of constitutional stewardship and administrative continuity.

Career and public service

Before and after his time as acting head of state, Xuereb was active in national public life and held senior parliamentary responsibilities. Contemporary accounts record him as a long-standing participant in Malta's political institutions, where he carried out duties associated with legislative procedure and national representation. He is often noted for undertaking non-partisan ceremonial and constitutional functions while occupying the office of acting president.

As acting president, Xuereb's role was primarily to guarantee the uninterrupted functioning of the presidency: receiving government reports, representing the state at formal events, and providing assent to certain official measures where required by the constitution. His tenure bridged an interval between two full presidential appointments and was marked by an emphasis on stability.

Legacy and significance

Paul Xuereb is remembered in Malta for his contribution to institutional continuity during a transitional period. While not a long-serving head of state, his time in office exemplifies how interim holders of high office can support the rule of law and orderly government. He died on 6 September 1994, and is listed in historical summaries of Maltese presidents and public servants.
