Overview
Oskar Leimgruber (5 July 1886 – 19 July 1976) was a Swiss politician affiliated with the Christian Democratic People's Party (CVP). He served as the ninth Federal Chancellor of Switzerland from 1944 until 1951. The office of the Federal Chancellor functions as the head of the Federal Chancellery and as the principal administrative officer supporting the Federal Council; more on that role is available via the official chancery description at the Federal Chancellery.
Political alignment and career
Leimgruber belonged to the CVP, a centrist party rooted in Christian social teaching and historically influential in Swiss federal politics. During his tenure as Chancellor he worked at the interface between political decision-making and the federal administration, helping to coordinate government communication and documentation across party lines in a period of national reconstruction.
Responsibilities and functions
- Preparing and organising Federal Council meetings and agendas.
- Maintaining official records, publications and federal gazettes.
- Coordinating interdepartmental administration and government communication.
- Advising on procedural and constitutional matters affecting the executive.
Historical context
Leimgruber's chancellorship covered the closing phase of the Second World War and the early postwar years. This era required careful management of neutral Switzerland's institutions, adaptation to changing international circumstances, and administrative modernization to meet new social and economic demands. The Chancellor's role in providing continuity and legal-administrative support was therefore particularly important.
Legacy and notable facts
Remembered as the ninth person to hold Switzerland's chancellorship, Leimgruber contributed to stabilising federal administration during a transitional era. Though the Swiss Chancellor is not the head of government in the way some other systems conceive it, the office he held remains central to the functioning of Switzerland's collegial executive. For official overviews of the Chancellor's duties and history see official chancery resources.
