Political positions and priorities

• Constitutional unity: Rivera and Ciudadanos consistently opposed unilateral moves toward Catalan independence and called for legal, negotiated solutions within Spain's constitutional framework; he served in the Parliament of Catalonia during his regional career.
• Economic policy: The party advocated market-oriented reforms, competitiveness and measures to attract investment, combining liberal economic proposals with social measures.
• Social issues: Ciudadanos presented itself as socially liberal on several cultural and civil rights questions while appealing to centrist and centre-right voters on governance and public order.

During his tenure the party experienced both growth and setbacks. In the mid-2010s Ciudadanos expanded nationally and became one of Spain's significant parties, competing in successive general elections and at times playing a decisive role in parliamentary arithmetic. In the 2016 general election the party placed prominently among national parties, reflecting its transition from a regional movement to a countrywide force.

In November 2019, after a poor showing in that year’s general election, Rivera resigned as party leader and announced his departure from frontline politics. Following his resignation he returned to professional life outside elected office while remaining a reference point in public discussions about Spain's party system and the politics of Catalonia.
