Role and powers

The Governing Mayor presides over the Senate and coordinates the work of the city’s executive departments. He or she outlines the government’s legislative program, proposes the city budget, and exercises authority in matters where state and municipal tasks intersect. In addition, the office represents Berlin externally—at federal forums and in negotiations with other states—and plays a central role in crisis management and public administration.

Selection and composition

The Governing Mayor is chosen by the Abgeordnetenhaus (the state parliament of Berlin) and normally must secure a parliamentary majority. After election, the mayor appoints senators who head the Senate departments; these senators function like ministers at the state level and administrators at the municipal level. Two of the appointed senators traditionally hold the title Bürgermeister and act as the mayor’s deputies.

Historical context

The office reflects Berlin’s dual status as both a city and a federal state within Germany’s federal system. Over the 20th century the city’s governance evolved through periods of reform, division and reunification; during the Cold War Berlin was governed under very different arrangements in East and West. Since reunification the Regierender Bürgermeister has served as the unified city-state’s chief executive.

Relationship to the federal system

Functionally, the Governing Mayor is the equivalent of the Minister Presidents of other German states (Minister Presidents), participating in federal-state deliberations and representing Berlin in the Bundesrat (the federal council). However, because Berlin is simultaneously a municipality, the office combines state-level responsibilities with hands-on urban administration.
