Geography and environment

The district is characterised by steep, forested hills and narrow river valleys typical of eastern Bhutan. Elevations vary widely, producing a mosaic of temperate and subtropical vegetation zones. Large tracts of natural forest remain, supplying watershed services and biodiversity habitat. Part of Royal Manas National Park extends into the district, contributing to regional conservation efforts.

Pemagatshel is governed as a dzongkhag and is divided into eleven gewogs (village blocks), each with locally elected leaders responsible for planning and community development.
