Composition and electoral system

Members of the House are chosen at regular five‑year intervals through a system of proportional representation designed to reflect party strengths across the electorate. The electoral rules aim to translate votes into seats so that multiple parties can be represented. The original constitutional design provided for communal representation between Greek and Turkish Cypriots; currently the assembly functions with representatives elected by the Greek Cypriot community in practice.

• Election cycle: Five-year terms, with national ballots conducted under proportional representation (proportional representation).
• Communal arrangement: The constitution allocated seats to both Greek and Turkish Cypriot communities, a feature that remains part of the legal framework.
• Present practice: Seats reserved for Turkish Cypriots have been vacant since 1964.

Powers and functions

The House exercises primary legislative authority: it enacts laws, amends existing legislation, approves public spending and taxation measures, and supervises government activity. It also ratifies international agreements that require parliamentary assent and oversees domestic policy through committee work and plenary debate. The body's deliberations are a key channel for public policy and for representing political diversity within the elected component of the state.

Organizationally, the House operates through a speaker or president elected by members, standing committees that examine specific policy areas, and procedural rules that determine how bills are introduced and adopted. The assembly interacts with the presidency and the cabinet, scrutinizing their decisions and, where applicable, authorizing legislative initiatives necessary to implement government programs.

Historically, the House was established under the independence arrangements that created the Republic of Cyprus. Intercommunal tensions and the events of 1963–64 led to the withdrawal of Turkish Cypriot representatives; since then those reserved seats have remained unfilled, a fact that continues to influence discussions about constitutional reform and reunification. The institution remains the focal point of democratic representation for the internationally recognized Republic of Cyprus and plays a continuing role in debates over governance, minority rights, and the island's relations with external actors, including in matters related to European integration and international law (parliament, Republic of Cyprus).
