A governorate is a territorial unit within a country’s system of government, usually an administrative division headed by a governor. The term is widely used in parts of the Middle East and North Africa, especially in countries that organize territory into regions for civil administration, planning, and public services.
In practice, a governorate often functions much like a province, region, or county, depending on the legal system. Its powers vary from country to country: some governorates have elected councils and significant local authority, while others are mainly extensions of the central government. They may handle matters such as schools, roads, health services, land administration, and local coordination.
Origin and use
The word is related to the office of a governor, a person appointed or selected to administer a territory. In historical Islamic governance, a region could be managed by a governor acting under a higher ruler, sometimes described in relation to a caliph. In modern states, the title usually refers to civil administration rather than religious authority, and the exact role depends on the constitution and laws of the country.
Governorates are especially common in Arabic-language administration, where the equivalent term is often used for the main subnational divisions. Many English-language texts translate these units as governorates to distinguish them from states or provinces, even when their powers are similar. In some countries, the governor is a centrally appointed official; in others, the post may be elected.
