Design and characteristics

The standard flag displays three equal horizontal stripes without any additional symbols. Official regulations govern its proportions and colour specifications; the common aspect ratio used for many official flags is 2:3. The hues are commonly described as white, azure (blue) and red, although exact colour standards are defined in national specifications used for production.

History and development

The tricolour traces its roots to the late 17th century and is commonly associated with the reforms of Peter the Great, who was influenced by flags used in Western Europe. Initially adopted for merchant shipping and gradually taken up in other contexts, the white‑blue‑red banner became one of the symbols of the Russian Empire. It was later replaced after 1917 by Soviet emblems and then officially readopted in the early 1990s following the Soviet Union's dissolution.

Symbolism and interpretations

Unlike some national flags, there is no single universally accepted official explanation for the colours' meanings. Popular and historical interpretations vary: white is often linked with purity or frankness, blue with faithfulness or the Virgin Mary in Orthodox tradition, and red with courage, sovereignty or the people. These explanations are traditional and descriptive rather than legally prescriptive.

Uses, protocol and related flags

The flag is displayed on public buildings, at diplomatic posts, during state ceremonies and at sporting events. There are formal protocols for its use, including rules for respectful display and half‑staff observances on certain occasions. Variants and related banners exist: naval ensigns, military standards and the presidential standard feature different emblems or proportions while drawing on the tricolour's palette.

Relations to other Slavic flags

The white‑blue‑red combination belongs to a broader family of Pan‑Slavic colours and appears, in various arrangements, on the flags of several other Slavic countries. Similar tricolours can be seen in Serbia, Slovenia, Croatia, Slovakia and the Czech Republic, each with distinctive symbols or proportions that distinguish them from the Russian flag.
