Organization and parts

Departments vary widely in area, population and economic profile. They are governed through departmental administrations headed by a governor and an elected departmental board or its equivalent. Districts inside departments handle municipal responsibilities such as basic services, local planning and community regulation.

Geographic grouping

The departments are customarily grouped into two major geographic regions separated by the Paraguay River. These two zones — commonly called the Eastern and Western regions — reflect distinct landscapes and settlement patterns; the bifurcation is often described simply as two geographic regions divided by the main river.

• Western Region (Chaco): Alto Paraguay, Boquerón, Presidente Hayes.
• Eastern Region: Concepción, San Pedro, Cordillera, Guairá, Caaguazú, Caazapá, Itapúa, Misiones, Paraguarí, Alto Paraná, Central, Ñeembucú.
• Capital district: Asunción (Distrito Capital), administratively separate from surrounding Central department.

History and development: The departmental structure grew from colonial and republican-era territorial organization and has been adapted over time to accommodate population shifts, frontier settlement in the Chaco and economic development. Boundaries and names have been stable in contemporary practice, while local governance has evolved to balance national oversight with municipal autonomy.

Role and importance: Departments provide the main framework for regional planning, statistical reporting and the delivery of public policies such as education, health coordination and infrastructure. Differences between departments are pronounced: eastern departments contain the bulk of population and agricultural production, while western departments cover much larger areas with lower population density and distinct ecological conditions.

Notable distinctions: The Paraguay River is the defining geographic divider; the Chaco (western) departments are sparsely populated and often cited for cattle ranching and indigenous communities, whereas the eastern departments host most cities and commercial agriculture. The capital district remains administratively distinct from any department.
