A first division of the country into Departamentos was made by the legislature in 1906. At that time, a distinction was made between a part of the country east of the Río Paraguay (Oriente Province) with twelve departments and the district around the capital, and a western part of the country (Occidente Province) under military administration.
This administrative division has been changed several times over the years. The last change in the departmental boundaries was made in 1992, when the departments of Chaco and Nueva Asunción, which had existed in the western, formerly militarily administered part of Occidente Province, were incorporated into the three remaining departments of Alto Paraguay, Boquerón and Presidente Hayes.
Each of the listed Departamentos is further divided into Districts.
