Overview
Thomas J. Vilsack (born December 13, 1950) is an American public official who has held prominent roles in state and federal government, most notably as United States Secretary of Agriculture and as Governor of Iowa. He led the Department of Agriculture under President Barack Obama from 2009 to 2017 and was nominated again by President Joe Biden to return to that post in 2021. The department he heads is commonly abbreviated as the United States Department of Agriculture, often shortened to USDA.
Early life and education
Vilsack was born in Pittsburgh, Pennsylvania, and later moved to the Midwest as a young adult. He completed undergraduate and legal studies before settling in Iowa, where he began a career in law and local public service. His early professional background combined legal practice with involvement in community institutions, providing a base for later elective office.
Political career in Iowa
Vilsack's statewide political career began in the Iowa legislature. He served in the Iowa State Senate and went on to win election as Governor of Iowa, serving two terms from 1999 to 2007. As governor he emphasized economic development, education reform, and measures to support agriculture and biofuels—an important sector in Iowa's economy. After leaving the governorship he briefly sought higher office; he entered the race for the presidential nomination as a member of the Democratic Party in 2008 but withdrew before the primaries concluded and later endorsed Senator Hillary Clinton, then of New York.
Tenure as U.S. Secretary of Agriculture
Vilsack first served as Secretary of Agriculture from 2009 to 2017. During that period the USDA implemented programs addressing food assistance, rural development, conservation, and support for farm income. In December 2020 he was nominated again by President Joe Biden and, on February 23, 2021, his nomination was confirmed by the United States Senate by a wide margin. His repeated appointments reflect both bipartisan recognition of his experience and ongoing debates about agricultural priorities at the federal level.
Policy priorities and notable actions
Across his federal and state roles, Vilsack has been associated with a set of recurring themes and actions. Major focuses include:
- Nutrition programs and food security, including efforts to strengthen and modernize food assistance.
- Rural economic development and infrastructure, seeking to expand jobs and services outside metropolitan areas.
- Support for biofuels and renewable energy as part of agricultural markets.
- Conservation programs and incentives for climate-smart practices on farms.
- Crop insurance and risk-management policies intended to stabilize farm income.
Reputation and legacy
Vilsack's long association with agricultural policy has made him a familiar figure to farm groups, state officials, and national policymakers. Supporters point to his administrative experience and steady stewardship of a large federal department; critics sometimes argue he is too close to commodity interests or that USDA priorities could do more to address consolidation and equity in the food system. His career illustrates how state executive experience can lead to sustained influence on national policy for a key sector of the economy.
