Panagiotis Pikrammenos (born 26 July 1945) is a Greek jurist and public servant who has served in senior judicial and government roles. He is best known for leading a short caretaker government in 2012 and for his later appointment as Deputy Prime Minister in 2019. Pikrammenos is widely regarded as a non‑partisan, career judge who was placed in political office to provide legal and administrative continuity during periods of transition.
Judicial career and background
Pikrammenos built his professional life in the judiciary, rising through the ranks of Greece’s administrative courts. He served as a senior member and ultimately as president of the Council of State, the country’s highest administrative court charged with reviewing public administration acts, supervising legality and protecting citizens’ rights against the state. His judicial career established his reputation for familiarity with constitutional and administrative law, which later made him a frequent choice for technocratic leadership in times of political uncertainty.
Caretaker prime minister, May–June 2012
Following the inconclusive legislative election of May 2012, political leaders were unable to form a coalition government. In keeping with Greek constitutional convention, President Karolos Papoulias appointed a neutral figure to lead an interim cabinet until fresh elections. Pikrammenos accepted the temporary mandate and headed a caretaker administration from 16 May 2012 to 20 June 2012. His government’s principal tasks were administrative stewardship, maintaining public services, and preparing for the subsequent election; it avoided making long‑term policy changes or commitments.
Deputy Prime Minister since 2019
On 9 July 2019, Pikrammenos joined the cabinet of Prime Minister Kyriakos Mitsotakis as Deputy Prime Minister. In this role he has acted as a senior coordinator within the executive branch and a bridge between the government and the civil service. His selection reflected a preference for experienced, apolitical administrators to oversee complex institutional matters and to lend stability to governing teams.
Responsibilities and notable features
- As president of the Council of State, responsibilities included adjudicating disputes over administrative decisions and interpreting public law.
- As caretaker prime minister, duties were limited to day‑to‑day administration, election preparation and upholding the neutrality of the state.
- As Deputy Prime Minister, Pikrammenos is tasked with interministerial coordination, administrative reform oversight and representing the government on procedural matters.
Significance and context
Pikrammenos’s career illustrates how senior judges in Greece are sometimes tapped to lead provisional or technocratic governments during political deadlock.
