Oleksiy Valeriyovych Honcharuk (born 7 July 1984) is a Ukrainian public official, lawyer and political figure who served as the 17th Prime Minister of Ukraine from 29 August 2019 until 4 March 2020. He is often noted for being one of the youngest people to hold the post in modern Ukrainian politics. His name and career are discussed in sources in Ukrainian, and he is broadly described as a politician and lawyer.
Background and rise
Honcharuk trained in law and worked in consulting, business and government before entering higher-level public service. He came to national attention as part of a new generation of officials associated with the presidential administration of Volodymyr Zelensky. Shortly after Zelensky’s election, Honcharuk joined the presidential team and was later appointed to the cabinet as prime minister following a parliamentary vote in August 2019.
Prime ministership (2019–2020)
As head of government, Honcharuk led a cabinet that presented an agenda focused on economic reform, deregulation, and improving the investment climate. His administration emphasized administrative changes, efforts to streamline procedures for businesses, and reducing state interference in certain sectors. He served as Prime Minister of Ukraine for a brief term that coincided with the early period of Zelensky’s presidency.
Roles and responsibilities

- Worked with the presidential administration, where he had previously been appointed as Deputy Head of the Office of the President.
Aftermath and significance
Honcharuk’s term ended in March 2020 amid political reshuffling. His short tenure is often viewed in the context of a rapid turnover of political teams in Ukraine during a period of reform and experimentation. Commentators note that his rise reflected an appetite for younger leaders and a technocratic approach to policy, while his departure illustrated the challenges of implementing deep reforms in a complex political environment. He remains a notable figure for his youth, legal background and brief leadership of the Ukrainian government.
