Charles Michel (born 21 December 1975 in Namur) is a Belgian lawyer and politician affiliated with the liberal Mouvement Réformateur (MR). He rose from local and national politics to hold Belgium's premiership from 2014 to 2019 and was appointed President of the European Council in late 2019. Michel is the son of former European Commissioner Louis Michel and is widely recognised for bridging national government experience with a visible European role.
Early life and education
Born and raised in francophone Wallonia, Michel studied law at the Université Libre de Bruxelles and pursued further legal studies at the University of Amsterdam. He worked as a lawyer in Brussels before entering politics full time. His family background in public service — notably his father's work at the European level — shaped his familiarity with both domestic and international affairs.
Political career in Belgium
Michel began in municipal politics and served as an alderman and later mayor of Wavre, gaining experience in local government alongside national responsibilities. At federal level he held cabinet posts, including ministerial responsibility for Development Cooperation. In October 2014 he became Prime Minister of Belgium, leading a coalition government. His administration dealt with routine governance as well as high-profile disagreements that culminated in a government resignation in late 2018; he remained head of a caretaker government until a successor was formed after national elections.
President of the European Council
On 2 July 2019 EU leaders reached an agreement to nominate Michel as the successor to Donald Tusk as President of the European Council, a decision publicly announced by Donald Tusk. Michel took office on 1 December 2019. As President of the European Council he chairs meetings of EU heads of state or government, helps set strategic priorities for the European Union, and contributes to the external representation of the EU on major issues. The European Council also plays a role in proposing a candidate for the President of the European Commission and in defining the bloc's broad political direction.
Political profile and areas of influence
Michel is known as a liberal, pro-European politician and a member of the francophone political tradition in Belgium. His record spans local governance, international development policy, and crisis management at EU level. During his European Council presidency he presided over deliberations on issues such as the United Kingdom's departure from the EU and the initial European response to the COVID-19 pandemic. His role requires balancing national interests among member states while seeking consensus on collective action.
