Regency and upbringing

During his minority the duchy was governed by his mother, who managed a complex network of aristocratic factions and the pressures exerted by larger neighbors, notably France and Spain. The regency years shaped court practice and the education of the young duke, leaving him to inherit both administrative debts and opportunities to reorganize the state.

Assumption of power and reforms

When Charles Emmanuel began to exercise independent authority, he concentrated on strengthening central government and streamlining administration. He promoted reforms intended to regularize taxation, improve fiscal oversight and rationalize the bureaucracy. These measures were modest and cautious, aiming to increase ducal revenues and reduce dependence on powerful regional nobles.

Military policy and fortifications

Like many contemporaries, Charles Emmanuel placed emphasis on military matters. He worked to professionalize the duchy's forces, to improve training and to maintain modern fortifications around key towns. The enhancement of defenses was driven by Savoy's strategic position between France, the Italian states and the Spanish domains, and by the persistent need to deter incursions or to negotiate from strength.

Urban development and patronage

Turin, the ducal capital, received particular attention. Under Charles Emmanuel the city benefited from public works, repairs to roads and fortifications, and court patronage designed to raise its administrative and cultural profile. He supported artisans and commercial activity and encouraged the courts and household expenditures that sustained urban life and craftsmen.

Family, marriages and succession

Charles Emmanuel married twice. His first wife died young; his second wife, Marie Jeanne Baptiste of Savoy‑Nemours, survived him and assumed the regency for their son after the duke's death. Death and legacy

Charles Emmanuel II died in 1675. He did not transform Savoy into a great power, but his period of rule helped consolidate ducal authority, stabilize finances to a degree and prepare administrative and military foundations that his successors could exploit. His reign is often seen as transitional: it bridged a prolonged minority and the more assertive policies pursued by later dukes.
